EMT Program Administration

Noah Hillstrom, BS, NR-P, FC-P
Owner & Director of Education
Noah became an EMT in 2002 and started his EMS journey with the Charlottesville-Albemarle Rescue Squad where he recently completed two terms as the agency's chief. He works full time as the Emergency Medical Services Chief for Madison County, Virginia. Noah is passionate about EMS and enjoys working with students on their journey to become EMTs. He developed this program and has been director since 2014.

Joey Carls, MS, MPA, EMT
EMT Program Director
Joey has assisted with the EMT program since 2017 and in recent years has taken on progressive responsibility for the management of the EMT program. He has a 20-year career in higher education and currently works for the University of Virginia's Office of the Sr. VP for Operations. Between 2016 and 2020, Joey was an active member of the Charlottesville-Albemarle Rescue Squad where he served as a crew captain, preceptor, and member of the Board of Directors.

Kellyn Morris
EMS Program Coordinator
Kellyn joined the ETS team in February of 2026. Her primary role is to provide student and administrative services for the EMT program. Kellyn has spent the last few years working for the University of Virginia as a Senior Service Experience Associate. In her free time, she enjoys spending time with her husband Stephen and daughter Violet.
