Noah Hillstrom, BS, NR-P, FC-P
Owner & Director of Education
Noah started his EMS journey in 2002 and founded Emergency Training Solutions in 2012, serving as its Owner and Director of Education. A respected EMS leader and educator, he has more than 20 years of experience in emergency medical services, including two terms as Chief of the Charlottesville-Albemarle Rescue Squad and over two decades with Madison County EMS, where he served as EMS Chief. Noah now serves as Manager of the Rivanna-Rappahannock EMS Council, supporting regional EMS system development across Central Virginia. He is passionate about preparing the next generation of EMS professionals through engaging, high-quality education.

Joey Carls, MS, MPA, EMT
EMT Program Director
Joey has provided integral support for the EMT program since 2017 and currently serves as the EMT Program Director. Joey was an active member of the Charlottesville-Albemarle Rescue Squad for four years where he served as a crew captain, preceptor, and member of the Board of Directors. He has spent over 20 years in higher education roles at George Mason University and the University of Virginia where he currently serves as AVP for Operations & Chief of Staff to the SVP for Operations. Joey takes great pride in developing students in ways that help them to achieve their EMS educational goals but also make them stronger professionals regardless of their career track.

Kellyn Morris
EMS Program Coordinator
Kellyn joined the ETS team in February of 2026. Her primary role is to provide student and administrative services for the EMT program. Prior to joining the team, Kellyn worked for the University of Virginia as a Finance Senior Service Experience Associate. In her free time, she enjoys spending time with her husband Stephen and daughter Violet.
